Turkey Energy Efficiency in Public Buildings Project – CS01A Consulting Services for Strengthening the Technical Capacities of ESCOs, Energy Auditing Firms and MENR’s Trainers

The scope of the consulting services includes the organization of energy efficiency trainings for ESCOs, energy auditing firms and MENR’s trainers and also revising and updating the training materials and training center of MENR and increasing technical capacity of MENRs trainers.

^[1] As a result of the Financial Opening as per the World Bank Regulations Article 7.3, the proposal of JV of Escarus TSKB Sustainability Consultancy (JV Leader/Turkey) & Escon Enerji (JV Partner/Turkey) & S317 Consulting (JV Partner/Portugal) & FIRE Italian Federation for Energy Efficiency (JV Partner/Italy) was considered the Most Advantageous Proposal having the highest combined score that is 88.82. In spite of this, as all the financial proposals including the Most Advantageous Proposal were higher than the allocated budget, in line with the 5.63 of the World Bank Regulations, instead of re-inviting MENR consulted with the World Bank to investigate the possibility of scaling down the scope of services with the Consultant. The World Bank agreed to allow modifications on the scope of services on an exceptional basis provided that the modifications are done clearly through the received proposals, ranking of the proposers is not changed after such modification and MENR obtains concurrence of the highest ranked proposer. In this regard, MENR objectively reviewed all the financial proposals in line with the Bank’s perspective in terms of the scaling down of the services. The proposed prices were scaled down in parallel with the scaled down services and as a result it was observed that the scaling down of the services did not affect the financial score and combined score ranking. Following this, upon the Bank’s concurrence, the Most Advantageous Proposer was invited to contract negotiations. The prices under this column represent the prices after deduction of the costs corresponding to the scaled down services taking into account the breakdowns provided by the proposers in their financial proposals.
