Summary scope of contract: 

The scope of the consulting services consists of three main work areas supported by a fourth area covering cross-cutting activities. The Consultant should consider the interrelation of these areas and the logical sequencing of tasks to maximize learning during implementation. The first work area focuses on the Household Energy Efficiency Campaign, which should take into account, to the extent possible, the findings of the second work area on residential building energy efficiency measures and the activities of the third work area on energy labelling. The second work area covers Residential Building Energy Efficiency Measures, while the third includes Ecodesign, Energy Labelling, and Green Public Procurement. The fourth work area provides capacity-building and other cross-cutting activities that complement and reinforce the efforts under the main work streams.
