530 Billion Lira in Support in the First 10 Months of 2025
Energy and Natural Resources Minister Alparslan Bayraktar stated that they are continuing their energy bills support, saying, "Our treasury has covered 548 billion liras in 2024 and approximately 530 billion liras in the first 10 months of 2025 for all our citizens' electricity and natural gas bills at today's prices.

Currently, 54% support is provided for electricity used in residences, and 45% for natural gas." Explaining the discoveries made in oil and natural gas in 2025, Minister Bayraktar said, "With the 75 billion cubic meter discovery we made in the Göktepe-3 well in May, we discovered 92.4 billion cubic meters of natural gas in 2025, with a current value of $37 billion. In 2025, we completed a total of 161 onshore wells, primarily in Şırnak, Adıyaman, and Diyarbakır, and we are continuing with 50 more wells. As a result of these efforts, we discovered new reserves totaling 62 million barrels."
Minister Bayraktar presented the 2026 budget of the Ministry of Energy and Natural Resources to the Turkish Grand National Assembly's Planning and Budget Committee.

At the beginning of his speech, Minister Bayraktar thanked the members of parliament for their support for the law that accelerates investment and licensing processes in renewable energy and mining.
Net Export Target
Minister Bayraktar stated that their fundamental goals in the field of energy and natural resources are to have a Türkiye that is centered on people and the environment in the Turkish Century, has achieved transformation in energy and mining, and is a net exporter of resources and technology. He noted that the ministry's budget is more than just a financial plan; it is a strategic step toward Türkiye's energy and mining future.
Increased Inspections
Minister Bayraktar emphasized that they conduct more effective, transparent, and reliable inspections at every stage of mining, from exploration to production, stating, "We increased our average monthly number of inspections from 774 in 2024 to 806 in 2025. As a result of these inspections, we imposed administrative fines on 1,323 companies in the first ten months of this year. We also took 2,043 measures to suspend activities."
18,000 Football Fields
Pointing out that the regulation he mentioned at the beginning of his speech increases the rehabilitation obligations of mining license holders, Bayraktar said, "We aim to start mining activities and rehabilitation obligations simultaneously. To date, we have ensured that over 23.5 million trees have been planted on 12,962 hectares of land, equivalent to 18,000 football fields, which has been rehabilitated."
Increased Sevenfold
Bayraktar emphasized that the mining sector contributes to the economy with its high employment capacity and strong value chain, saying, "We increased the volume of the mining sector, which was 116 billion lira in today's prices in the Gross Domestic Product in 2002, by 4.5 times, reaching 525 billion lira in 2024. We also increased our mining exports sevenfold, turning it into a 6 billion dollar sector."
Industrial Facility on the Way
Bayraktar stated that Rare Earth Elements (REE) are at the center of international trade wars, saying, "As part of our intensive exploration activities in Beylikova, Eskişehir, we have drilled over 125,000 meters. We have identified the world's second largest single REE deposit with 694 million tons and commissioned our pilot plant for production. We are continuing our efforts to establish an industrial facility."
37 Critical and Strategic Minerals
Bayraktar stated that they had identified 37 critical and strategic minerals by publishing the “Turkey Critical and Strategic Minerals Report” and said that their goal in mining was to use resources and human power to transform them into high value-added products.
4th Largest Fleet in 10 Years
Bayraktar stated that they have increased their domestic and international exploration and production activities in order to reduce the $66 billion energy imports in 2024, adding, "We recently added two 7th generation ultra-deep sea drilling vessels to our energy fleet. Thus, in just 10 years, we have established the world's fourth-largest exploration and production fleet, consisting of a total of 6 drilling ships, 2 seismic research ships, and support vessels."
92.4 Billion Cubic Meters of Discovery
Bayraktar recalled that they made a natural gas discovery of 75 billion cubic meters at the Göktepe-3 well in May, announcing that they have made a total discovery of 92.4 billion cubic meters, currently valued at $37 billion, including all discoveries made in 2025.
Reached 9.5 Million Cubic Meters
Bayraktar emphasized that they had increased production in the Sakarya Gas Field from approximately 7 million cubic meters per day at this time last year to 9.5 million cubic meters at the end of Phase 1, thus meeting the annual needs of more than 4 million households and preventing approximately $1.5 billion in imports annually.
Will Reach 45 Million Cubic Meters
Bayraktar stated that they will increase daily production to 20 million cubic meters within the scope of Phase 2 works, and announced that at the end of Phase 3, they will produce 45 million cubic meters of natural gas per day, or 16.5 billion cubic meters annually.
Increased by 42 Percent
Bayraktar stated that they increased daily oil production in Gabar from approximately 57,000 barrels around this time last year by 42 percent to 81,000 barrels, noting that this production contributes approximately $2 billion annually to reducing the current account deficit.
62 Million Barrels of New Reserves
Bayraktar stated that by 2025, they had completed a total of 161 onshore wells, primarily in Şırnak, Adıyaman, and Diyarbakır, and were continuing with 50 wells, adding, “As a result of these efforts, we discovered 62 million barrels of new reserves.”
Fuel for 7 Million Vehicles
Bayraktar announced that all these efforts have led to the highest production levels in history for oil and natural gas, saying, “We are producing a total of 180,000 barrels per day domestically and internationally. With this production, we can meet the fuel needs of approximately 7 million vehicles every day with our own oil.”
Natural Gas to 950 Settlements
Announcing that they deliver natural gas to 950 settlements and 229 industrial zones in 81 provinces through a 243,000-kilometer transmission and distribution network, Bayraktar said, "By providing natural gas access to 85% of our population, we offer our citizens not only an energy source but also living comfort and high air quality in our cities. Thanks to the natural gas conversion we have achieved, we are preventing the formation of sulfur-based pollution as well as 34 million tons of carbon dioxide emissions annually."
29 Keban Dam
Bayraktar noted that Türkiye's electricity demand is expected to increase by approximately 6 percent in 2024, reaching 354 billion kWh, stating, "To meet this high demand increase, we have brought our installed capacity to 121,418 MW by commissioning approximately 7,000 MW of capacity over the past year. We have increased our wind and solar installed capacity to over 38,000 MW, putting a capacity equivalent to the 29 Keban Dam into service."
71% Domestic
Emphasizing that they have increased the share of renewable energy in the total installed capacity to 62% and the share of domestic resources to 71%, Bayraktar said, “In the first nine months of 2025, 125 billion kWh of electricity generated from renewable energy sources replaced approximately $11 billion worth of natural gas imports.”
20,000 MW Nuclear Target
Bayraktar noted that nuclear energy is not an alternative but a necessity for Türkiye, stating that the Akkuyu Nuclear Power Plant is the world's largest nuclear power plant project, with four reactors being constructed simultaneously. Explaining that they plan to have a nuclear capacity of 20,000 MW by 2050 and that work is continuing on the nuclear power plant projects in Sinop and Thrace, Bayraktar said that they also want to have 5,000 MW of small modular reactors (SMR).
16 Percent Savings
Bayraktar said that energy efficiency has become one of the strategic elements of achieving climate goals, increasing the competitiveness of industry, and sustainable development. "In 2024 alone, we saved 1,544,000 TEP with an investment of $3.4 billion and prevented 4.8 million tons of carbon dioxide emissions. By the end of the action plan period, we will achieve approximately a 16% reduction in our energy consumption."
143 Billion Cubic Meter Agreement
Bayraktar emphasized that they view energy not as an area of conflict and tension, but as a tool for regional and global cooperation. He said that, based on their prediction that the global supply of LNG would expand starting in 2016, they signed LNG contracts worth 143 billion cubic meters in the last year.

Underlining that they continue to provide energy consumption support, Bayraktar said, "In this context, our treasury has covered 548 billion liras in 2024 and approximately 530 billion liras in the first 10 months of 2025 for all our citizens' electricity and natural gas bills at today's prices. Currently, 54% support is provided for electricity used in residences and 45% for natural gas."
Support for Low-Income Households
Bayraktar said that electricity, natural gas, and coal assistance for low-income households continues, adding, "At today's prices, between 2019 and 2025, 3.5 million households will receive 86 billion lira in direct electricity consumption assistance, and between 2022 and 2025, 679,000 households will receive 4.8 billion lira in direct natural gas consumption assistance. Along with these, we have provided 225 billion lira in coal assistance since 2003."
62,000 Couples Qualified
Bayraktar also mentioned that they supported young people by transferring 15.8 billion lira from state revenues generated from oil, natural gas, and mining production to the Family and Youth Fund, adding, “To date, more than 62,000 young couples have qualified to benefit from this fund.”
