The Roadmap is Revealed in Critical and Strategic Minerals
Minister of Energy and Natural Resources Alparslan Bayraktar stated that having critical minerals is not enough, they should be processed, "We are finalizing a detailed roadmap. We will soon announce Türkiye’s Comprehensive Critical Raw Materials strategy.”

Minister Bayraktar made a speech at the OECD Critical Minerals Forum held in Istanbul.
The Biggest Energy Crisis
Stating that the world is experiencing one of the biggest energy crises in recent history, Minister Bayraktar said, "Recent developments have shown us once again that the effects of regional conflicts are not limited to those regions."
Increased By 1.3 Percent
Minister Bayraktar stated that there is already a rapid change in the global energy scene and said, "The world's energy demand is increasing and we are officially entering the Electricity Age. Last year, global energy demand increased by 1.3 percent, and electricity demand increased more than twice this rate," he said.
At the Center of the Modern Economy
Referring to the importance of critical minerals in terms of meeting the demand, Minister Bayraktar said, "From wind turbines to electric vehicles, from semiconductors to battery storage, these minerals are at the center of modern economies."
Based on a Win-Win Approach
Minister Bayraktar emphasized the need to secure the raw materials that power economies, stating, “We view energy and mining as tools for cooperation. Proper energy and mining projects must be based on a win-win approach; our goal is to build regional stability, enhance prosperity in the region, and prevent conflicts through energy diplomacy.”
Shared Responsibility
Highlighting that countries cannot face today’s challenges alone, Minister Bayraktar noted, “We need international cooperation, supply chain transparency, and shared responsibility. Organizations like the OECD play a vital role here in building trust in global markets.”
Critical Minerals at the Core
Minister Bayraktar noted that critical minerals lie at the heart of Türkiye’s energy transition, stating, “In this new era, merely possessing resources is not enough; you must be able to process them. Türkiye is precisely building this: We are combining resource extraction with deep processing capacity and high-tech industrial value creation.”
Roadmap
Referring to the fact that this vision is outlined in the 2025 Critical and Strategic Minerals Report, Minister Bayraktar commented, “Based on the report’s findings, we are finalizing a detailed roadmap. We will soon officially announce Türkiye’s comprehensive Critical Raw Materials strategy.”
