IPA 2019 ENERGY SECTOR PROGRAM PHASE IV PROJECT–

OFFSHORE WIND SUPPORT

 

IPA 2019 Energy Sector Program Phase IV Project which is financed by the European Union under the Instrument for Pre-accession Assistance (IPA), implemented by the World Bank, and executed by the Republic of Türkiye Ministry of Energy and Natural Resources aims to support the development of offshore wind energy in Türkiye. The main objective of the Project is to reduce investment risks for future offshore wind tenders by completing technical, environmental, and engineering studies for three designated sites located offshore of Bandırma, Şarköy, and Karabiga in the Marmara Sea. The Project also aims to provide investors with  reliable data and strengthen the institutional and technical capacity of the Ministry of Energy and Natural Resources in the field of offshore wind energy.

 

The Project consists of three contracts. CS-01 covers meteorological and oceanographic measurements, wind resource assessments, technical and economic feasibility studies, and grid connection assessments. CS-02 focuses on environmental and social constraints analyses, while NCS-01 comprises geophysical and geotechnical seabed surveys to be carried out at the selected sites. These activities will contribute to preparing Türkiye's first offshore wind projects in line with international standards, ensuring that future investment decisions are based on robust and reliable data, and establishing the technical foundation for future offshore wind tender processes.
